You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Extreme Environments Life Support Branch (E14) of NAVSURFWARFCTR PANAMA CITY DIVISION. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $146,047).

Duties

You will serve as Task Lead and direct all Material Improvement Program tasks in support of the Naval Surface Warfare Center Panama City Division’s (NSWC PCD) Protective Equipment projects. You will provide technical leadership for project tasks that include providing complex in-service support; sustainment of forward deployed assets; readiness improvement fleet support; development, test and evaluation; and, policy analysis. You will oversee activities of government and contractor personnel providing technical support to Protective Equipment projects. You will oversee fleet support tasking that will be accomplished by government and/or contractor teams in Fort Worth, TX and other fleet concentration centers. You will estimate, plan schedule and monitor task budgets to ensure execution is in accordance with the plan, while maintaining metrics to measure success and effectiveness of service delivery tasks. You will maintain your knowledge of Contract Officers Representative (COR) functions and accountability. You will oversee Readiness Improvement Program missions to conduct Fit Test and Sizing for deploying and forward deployed sailors to ensure that missions are completed in a timely manner and within budget. You will oversee Readiness Improvement Program missions to refresh Protective Equipment to ensure that missions are completed in a timely manner and within budget. You will develop and present technical and operational reports for Waterfront Engagement events, meetings, and working groups. You will communicate and work with Type Commanders, Class Desks, Fleet Desks, SUPSHIP and Installation Command Offices to review and develop Protective Equipment support policy for training and readiness. You will communicate effectively and interface with high level civilian and military officials. You will provide technical assistance with monitoring the shelf-life of issued protective equipment and assist with the material needs planning for replacement of expired assets.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 grade level equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing technical leadership and support (e.g. sustainment of forward deployed assets, readiness improvement fleet support, development, test and evaluation, or policy analysis) to ensure project execution for the success or effectiveness of a readiness improvement program.
