This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position serves as a Budget Analyst for the Army Material Command Resource Management Working Capital Fund Division.
Duties
Serve as a Budget Analyst of the Army Working Capital Fund (AWCF) Group.
Participates in preparation of detailed instructions for developing AWCF Business Area budget.
Reviews and analyzes Congressional actions and Department of the Army audit trails of business area expenses, Program Budget Decisions (PBD) and other sources of resource information related to the year of execution.
Requirements
- Must be able to obtain and maintain a Secret security clearance.
- This position has a TDY or business travel requirement of 10% of the time.
- This is a Financial Mangement Level 02 certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

Specialized Experience GS-11: One year of specialized experience which includes monitoring and coordinating the implementation of an organization's budget program; recommending proper source of funds for each program; and reviewing assigned budget area in accordance with regulatory requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience GS-12: One year of specialized experience which includes planning, monitoring, and coordinating the implementation of an organization's budget program; recommending proper source of funds and impact on each program; and reviewing assigned budget area in accordance with legal and regulatory requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Specialized Experience GS-13: One year of specialized experience which includes planning, developing, monitoring, and coordinating the implementation of an organization's budget program; recommending proper source of funds and impact on each program; reviewing assigned budget area in accordance with legal and regulatory requirements; and preparing justification for the assigned budget area to present in the resources review process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 and GS-13 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
