You will serve as a Financial Management Analyst in the Advanced Undersea Systems Program Office (PMS394), Business, Acquisition, and Logistics branch (PMS394A) of PEO SSN.
Duties
You will resolve problems or issues impacting business and financial aspects of project/program development, and financial execution for field activity and contractor industrial facility sites, commands or organizations.
You will analyze and develop budgetary requirements, and of the financial process for planning/programming/budgeting and execution of organizational resources.
You will implement budgets and financial plans, execute funding for a program, and monitor funding status against Navy benchmarks.
You will interpret financial management regulations to give guidance to decision makers.
You will formulate financial strategies and evaluate budget requests to ensure compliance with policies.
You will conduct research for the development of top-level budget summaries during each budget cycle outlining major changes and tracking current and future capabilities.
You will provide analytical advice on financial transactions and program execution.
You will review and oversee the financial integrity, timeliness, and accuracy of information contained in accounting, budget execution, and financial management reports.
You will develop, update, and report on cost/performance information in support of mission tasks for the organization.
You will identify opportunities and recommends financial management program guidance based on DON policy and develops implementing procedures.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector managing the budgeting or financial management activities (e.g. policy review, development and implementation, financial planning and execution, budget analysis, development and execution, financial data analysis, audits, strategic planning, funding requirements, or financial reporting) of an organization to ensure compliance with financial directives, principles, policies, or procedures.
