Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-12 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-11 level defined as working with government and community partners to solve regulatory and technical brownfields, pollution prevention, and/or sustainable materials management challenges as a project officer.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of federal grants, cooperative agreements, and interagency agreements regulations, policies, and procedures, sufficient to manage a variety of moderate to complex grants, cooperativeagreements, and interagency agreements.
Knowledge of Federal Acquisition Regulations (FAR), cost control procedures regarding contractual assistance, contract management, and cost accounting record keeping and procedures.
Knowledge of applicable federal environmental statutes and regulations including Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Brownfields, Pollution Prevention Act, Solid Waste Disposal Act, and State Voluntary Cleanup Programs.
Skill in written communication.
Ability to utilize software programs to assist in data management and analysis, and for summarizing large amounts of information.
Skill in oral communication.
Ability to manage multiple complex projects, establish goals and assess progress toward their achievement and adjust work operations and program objectives to meet targets.
Ability to evaluate and advise on site revitalization and reuse, land use planning, redevelopment financing, pollutant source reduction, and/or waste minimization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
