This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: You will serve as a Budget Analyst for The Army Aviation Brigade (TAAB), Military District of Washington (MDW).
Duties
Generate transactions for funds distribution using automated systems.
Perform cost transfers, internal orders, purchase orders, miscellaneous payments, and makes changes and adjustment to purchase requisitions.
Prepare various accounting reports to include daily fund status reports.
Review generated error reports and perform corrective actions to clear Unmatched Transactions (UMT) and Intermediate Document (IDOC) processing errors.
Assist in the management of travel system operations, training, and document processing to include roles as Reviewing and Approving Official.
Participates in the development and formulation of the Command Operating Budget (COB).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Comp-time may be required, employee may be required to work other than normal duty hours, which may include evenings, weekends, and holidays.
- Required to meet the financial requirements of the DoD Financial Management (FM) Level 2 Certification Program. The FM Certification Program is a course and experience-based program consisting of three certification levels.
- Certification must be completed within two years of the selectee's employment start date. Once certified, the employee must meet the continuing education training requirement as outlined in the Department of Defense Instruction (DoDI) 1300.26.

In order to qualify, you must meet the education and/ or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. SPECIALIZED EXPERIENCE FOR GS-09: One year of specialized experience which includes assisting with planning, executing and reviewing an annual budget; use of automated accounting or funds distribution system. This definition of specialized experience is typical of work performed at the GS-07 grade/level position or equivalent in the federal service.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
SPECIALIZED EXPERIENCE FOR GS-11: One year of specialized experience which includes planning, formulating and executing budget plans; reviewing budget estimates for compliance with policy, rules, regulations, and procedures; generating transactions for funds distribution utilizing an automated system; preparing a variety of accounting and funds status reports utilizing an automated system. This definition of specialized experience is typical of work performed at the GS-09 grade/level position or equivalent in the federal service.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
