About the Position: This position is located with the US Army Sustainment Command, G1/Deputy Chief of Staff, Human Resources Management, Civilian Personnel Division, Rock Island, IL.
Duties
Serves as a Staffing Branch Chief within the ASC G1.
Responsible for oversight and management of civilian staffing, recruitment and classification Human Resources (HR) programs and policies.
Plans work, sets priorities and establishes schedules for work completion to be accomplished by subordinates.
Implements and administers assigned programs and projects to serviced employees, supervisors, and Command leaders.
Provides extensive civilian human resource advice and guidance to Commanders, Directors, ASC Brigades and Battalions, supervisors and employees on the programs assigned.
Analyzes proposed administrative changes to regulations and provides analysis, comments, and coordinates for response.
Develops guidance/resources, processes and procedures for team members which are appropriate for a virtual environment.
Develops and presents technical or developmental training to team.
Performs a variety of nonrecurring projects, requiring detailed research and analysis, and prepares and presents final recommendations or solutions.
Shares references and institutional knowledge with team members for continuous learning and development.
Reviews work of subordinates, provides constructive feedback and recommendations for improvement.
Ensures accurate and timely advice and guidance are provided to managers, employees, and subordinate staffs and commanders.
Develops thorough and technically sufficient responses to requests for information or taskers.
Requirements

- Must be able to obtain and maintain a Tier 3 Secret Security Clearance.
- Temporary duty travel of 15% may be required.

Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service to include managing civilian staffing and recruitment operations; evaluating civilian personnel policies, programs, and procedures for effectiveness and/or recommended changes; providing recommendations, strategies, and solutions to complex civilian human resources issues; interpreting and executing all laws, policies, regulations and directives related to civilian personnel matters (e.g. position management and classification, pay issues, restructuring, early retirement incentives, reductions in force (RIF), etc.); and advising management and senior leaders on a wide range of civilian human resources issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
