Duty Location: Sacramento, California
This is not a remote position.
Duties
The primary duties of this position are:
Advises the manager of important matters relative to significant items in reports, files, and correspondence.
Composes correspondence relative to the administrative support functions of the office and other subjects as outlined in directives or procedures, or as specifically requested by the manager.
Attends weekly staff meetings and other types of meetings; makes complete arrangements for conferences.
Maintains supervisors' appointment schedule with full authority to make commitments of time, establishes priorities, and reschedules appointments.
Reviews, routes, and distributes incoming correspondence.
Responds to and plans for the administrative needs of the office, including submitting and providing the status of personnel action requests.
Compiles and updates mailing lists for projects under the responsibility of the office. Inputs and formats public comments from meeting flip charts, summary notes, correspondence, and other sources.
Maintains office binders relative to the administrative support functions of the office (e.g., design and contract binders, etc.).
Uses a personal computer to prepare a variety of materials from handwritten or electronic drafts and oral instructions.
Prepares materials in final form, ensuring the accuracy of spelling, punctuation, grammar, and appropriate formats.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-05 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-04 level in federal service having demonstrated experience receiving, screening, and referring visitor/phone calls; responding to inquiries verbally and in writing; arranging meetings, travel, and hotel accommodations; reviewing correspondence for grammar, punctuation, and format; establishing files/records and typing a variety of products. These examples are not all inclusive. -OR- You could otherwise qualify on the basis of Education having completed 4-years above high school and/or obtained a bachelor's degree from an accredited college or university. -OR- You may combine specialized experience and education to meet the minimum qualifications.
To qualify at the GS-06 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in federal service having demonstrated experience as a senior/supervisory clerk/secretary, independently providing clerical support, typing, maintaining files and records, screening material, establishing procedures, following up on action items, editing correspondence, and requisitioning supplies and/or equipment. These examples are not all inclusive.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
Selective Placement Factor: Applicants must possess a typing skill of at least 40 words per minute. Certification may be a certificate of proficiency dated within the past 3 years or self-certification by stating your current speed on your application for employment/resume.
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 02/19/2024.
Education
This vacancy announcement allows substituting education for experience at the GS-5 grade level. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.
You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
