Duties
Manages various Acquisition Information Systems programs/projects throughout the systems life cycle from requirements, system design and testing, fielding, operations/sustainment, and retirement/replacement phases.
Plans current and long-range objectives for program areas.
Responsible for analysis and providing solutions that satisfy the requirements of the user community consisting of stakeholders ranging from all the military services,
(continued) combatant commanders, Joint Staff, TRANSCOM, military services, federal and international customers, DLA, and others.
Develops program cost and benefit assessments to justify funding required to execute the programs. Coordinates with key acquisition officials for the development and execution of acquisition plans to support program development and sustainment.
Interprets and adheres to DLA policy, procedures and practices to execute Information Technology (IT) systems projects and programs.
Review overarching system life cycle structure processes and procedures to accomplish portfolio system objectives, which includes metrics of success and deliverables.
Develops preliminary Information Technology (IT) systems plans for senior Program Mangers to initiate projects, secure acquisition resources, timescales, monitoring and controls.
Research and develop current IT capabilities, and systematically apply knowledge for IT programs success.
Apply appropriate verification techniques to manage change in IT systems project scope, schedule and costs.

Qualifications
To qualify for an IT Specialist (SYSANALYSIS), your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after- competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Analyze solutions to satisfy requirements for the user communities.
- Knowledge of life cycle management of logistics IT systems to enable the development of both technical and functional capabilities.
- Knowledge of testing, systems integration and fielding of information technology solutions including best value solutions involved in the acquisition process.
- Skill in the application of a wide range of qualitative and/or quantitative methods for assessment of issues, development of solutions, and removal of impediments to the completion of a comprehensive project and systems development management.
- Experience in Agile software development methodologies, including the ability to manage and prioritize a backlog, and facilitate Agile ceremonies such as sprint planning, daily stand-ups, and retrospectives.
- Experience as a Scrum Master, including the ability to coach and mentor team members, remove
impediments, and ensure adherence to Scrum principles and practices.
- Experience in providing excellent customer service and working in an Agile environment, including collaborating with a Product Owner to prioritize and refine the product backlog, and delivering value to customers through frequent and iterative releases.
- Knowledge of cloud platform technologies and architecture with experience supporting projects where teams are in involved with design, deployment, and management cloud-based solutions.
- Experience with enterprise software such as SAP, including the knowledge of its standard configuration and supporting technologies.
- Proficiency in using project and issue tracking tools such as JIRA and ServiceNow, including the ability to create and manage workflows, and generate reports.
B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience.
