About the Position: Serves as a Program Analyst trainee performing the following duties in a developmental capacity under closer than normal supervision. Assists in the administration of the PEO, BMD (budget, systems, and workflow).
This position is being filled under the Direct Hire Authority for Post-Secondary Students and Recent Graduates.
Duties
Assists in conducting studies which require analysis of interrelated issues of effectiveness, efficiency, and/or productivity of substantive mission-oriented programs.
Assists in the development of internal methods, procedures, and controls to ensure adequate funds control and effective execution of appropriations made available to the command.
Attends and/or participates with the organization at conferences/meetings with representatives from higher headquarters, industry, other commands, or other government agencies as required.
Works on various budget, and workflow systems for such funding as Operations and Maintenance, Army (OMA), Operations and Maintenance, Army Reserve (OMAR), Foreign Military Sales (FMS) and the systems with which those funds interfaces.
Requirements
- A trial or probationary period may be required in accordance with agency policy.
- A one-year probationary period may be required.
- Must be able to obtain and maintain a Secret clearance.
- TDY travel may be required up to 10% of the time.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually thereafter.
Qualifications
Who May Apply: To be eligible for consideration you must meet the definition of recent graduate as defined below:
Recent Graduate: a person who was awarded a degree by an institution of higher education not more than two years before the date of the appointment of the applicant. Exception: For a person who has completed a period of obligated service in a uniformed service of more than four years, the degree may be awarded by an institution of higher education not more than four years before the date of the appointment of the applicant.
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).
General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the NH-01/GS-04 grade level, which includes: (1) Supporting resource management functions via automated systems to prepare and review funding documents. (2) Research budget issues/transfer of funds for feasibility and adequacy. AND (3) Prepare execution reports to assure effective resources are within available budget.
This definition of general experience is typical of work performed at the next lower grade/level position in the federal service NH-01/(GS-04).

Education: Four-year course of study leading to a bachelor's degree.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant education and experience.
