You will serve as a Ship Training and Assessment Manager of UNDERSEA WARFARE DEV CEN DET NORFOLK.

Duties

You will conduct/support a broad range of highly complex studies requiring qualitative and quantitative analyses of programs, policies, to improve USW operations, tactics, training, and strategy. You will evaluate the impact of new technologies on current systems, policies, CONOPS, and operational doctrine. You will develop and integrate command metric policy on mission, strategy, doctrine, employment and command and control. You will establish and maintain a synergistic coordination network with US Fleet Forces Command; Commander, Submarine Forces; and Carrier Strike Groups to ensure integration of USW metrics into training. You will manage Navy Carrier Strike Group, Destroyer Squadron, and Cruiser/Destroyer training and assessment for the UWDC Navy Undersea Warfare Training and Assessment Course (NUWTAC) for development, management, and implementation. You will conduct analysis of all UWDC Training and Assessment events to include trend analysis and to provide recommendations for improvement. You will conduct regular reviews of all assessment metrics across the N7 department. You will advise on actions necessary to ensure command readiness to meet Contingency Operations and Operational Plan (CONPLAN/OPLAN) requirements levied on the DON with respect to USW ship training. You will serve as the surface ship USW expert to train, integrate and assess Guided Missile Cruisers and Destroyers (CRUDES) in a Live, Virtual and Constructive (LVC) environment. You will establish performance metrics, reporting processes, and evaluation methodology to assess CONOPS accomplishments. You will review status and progress, provides management guidance and direction to internal/external activities or contractors, advises leadership on results, and recommends changes in strategic focus, policy or procedure, as required. You will be responsible for Course of Instruction (COI) development (COI) for presentation to Sea Combat Commanders (SCCs), WCs and Theater Undersea Warfare Commanders (TUSWCs) and their staffs. You will establish and maintain a synergistic coordination network with USFF, CPF, and NAVEUR to ensure integration of USW forces policy into integrated USW doctrine. You will interface with the ASW modeling community including the Sensor Optimization Working Group (SOWG), Navy Laboratories, and academia. You will provide mentorship during in-port NUWTAC, Fleet Synthetic Training, underway Composite Unit Training exercises, and other at-sea training events. You will responsible for direct interaction with USW leadership, critically assessing DESRON and CRUDES unit performance, identifying performance deficiencies and developing recommendations to resolve those deficiencies.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Mastery knowledge of technical program management principles and methods, including a variety of qualitative and quantitative methods for the assessment and improvement integrated USW CONOPS, doctrine and tactical development. Experience and demonstrated expert in Navy doctrine, administrative laws, policies, regulations, and precedents applicable to USW operations, sensors and training programs. Significant experience in all aspects of USW training operations to include doctrine, force structure, systems, sensors, material, fleet support, logistics, and interface with platform communities such as surface ships, aircraft, and submarines. Detailed knowledge of CRUDES, USW Decision Support System (DSS), AEGIS weapons systems, and SONAR systems is requirement. Expert knowledge of USW, modeling and simulation, Tactical Decision Aids (TDAs) and their usage to support individual, unit, and group training requirements. Mastery expertise in key Navy war-fighting issues and programs of functional proponent commands to ensure a balanced and executable program. Experience and demonstrated knowledge of operation and tactical level ASW planning efforts. Experience and demonstrated proficiency in communicating, both orally and in writing, with senior officials from a broad array of activities including Federal/Local Government agencies, and private industry. Experience and well-versed in briefing Flag/General Officers and high-level DoD personnel. Mastery knowledge of USW Navy program goals and objectives, the sequence and timing of key operational events and milestones and methods or evaluating the effectiveness or planning actions as related to actual events; and skill in designing and conducting comprehensive studies, and preparing solutions to especially broad, important, and severe operational and contingency areas.
