The primary purpose of this position is to serve as an Air Force program analyst facilitating discovery and synchronization of material and non-material integration efforts. Provides senior-level decision support across the Air Force by integrating a broad and growing set of Policy and Strategy efforts.

Duties

Serves as Management and Program Analyst synchronizing requirements integration efforts across DoD Decision Support Systems including the Joint Capabilities Integration and Development System (JCIDS), Defense Acquisition System (DAS), and Planning, Programming, Budgeting and Execution (PPBE) process. Leads, forms or serves as member of working groups, task forces, integrated process teams, and other groups as required, and facilitates processes involved in the development of requirements, plans and programs. Identifies non-standard or emerging operational requirements, assesses impact on assigned programs, and develops recommendations. Plans, organizes, and oversees the Branch. Formulates branch goals, plans, policies, and procedures ensuring that Requirements Integration strategy, policy, requirements, acquisition, and programming integration actions increase operational effectiveness. Prepares and presents high level briefings of conclusions; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered. Serves as Technical Representative for contracts supporting Division activities and prepares contract documents and guides the contracting process for efforts within the division.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of advanced management and organizational principles and practices along with comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and process, and thorough knowledge of an organizations planning, acquisition, and management process to prepare long-range and short-range planning guidance in accordance with broad agency program policies and objectives. As well, mastery knowledge of program/project knowledge management techniques used for tracking, measuring, and depicting program cost, schedule and performance issues graphically and in written reports. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of DoD, Joint, and Air Force Command and Control, to include aircraft design practices, tactical data links, satellite communications, and the Joint Tactical Radio System (JTRS). Mastery of skills and ability to speak and write effectively, give briefings, chair meetings, lead task forces and prepare reports conveying highly complex technical and/or sensitive issues at the General Officer/SES level. 2. Mastery knowledge of the mission, roles, functions, organizational structures, and operation of the DoD and Air Force that govern, interface with, and/or influence the systems requirements, acquisition, and programming process, to include the roles of the CIO in addition to Air Force network operations. Mastery of ability to develop and maintain contacts and communicate effectively with senior leaders and associates across the Air Force, DoD, Federal Agencies, vendor representatives, representatives of professional associations, and contractor personnel. Regularly includes executive level interaction. 3. Comprehensive knowledge of and ability to develop policy, plans, and procedures and application of the policies, practices, regulations, and laws concerning acquisitions, requirements, programming, budgeting and architecture management processes and initiatives. Ability to access or locate information through the use of a personal computer, as well as develop and utilize appropriate data collection techniques via various software programs (i.e., Microsoft Access, Excel and PowerPoint). 4. Knowledge of critical thinking and problem solving, including a variety of techniques for complex analysis to evaluate alternative waveforms, warfighter capabilities, communications systems, and families of systems resulting in decisions, conclusions, or recommendations to customers and capabilities delivered. Knowledge of safety and security regulations (to include computer security), practices, and procedures. 5. Mastery of leadership skills, including setting objectives, responsibilities, priorities, and deadlines. 6. Knowledge of the effects of requirements, programs, acquisitions, systems, operations, installation, and maintenance practices in different functional operations at the Air Force, DoD, and National levels. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional Conditions of Employment: This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain bum the use of illegal drugs and (b) if requested, submit to urinalysis testing.
