About the Position: This Congressional Liaison Specialist position is located at Redstone Arsenal, AL with the US Army Space and Missile Defense Center (SMDC), Congressional Affairs Office.
Duties
Serve as a Congressional Affairs Specialist with direct access to all personnel, to include the Commanding General, other General Officer, and Senior Executive Service leadership, within USASMDC/ARSTART and JFCC IMD for all congressional matters.
Participate in the development of the USASMDC/ARSTRAT, JFCC IMD, Headquarters, Department of the Army (HQDA), and Department of Defense (DOD) position on pending and proposed legislation affecting the command’s space and missile defense equities.
Conduct research in U.S. statutes, current legislation, previous congressional language and reports, tracks evolving legislative direction and budget, and uncovers data necessary to develop a USASMDC/ARSTART and/or JFCC IMD position.
Evaluates information developed in the staffing process and determines applicability to the case at hand.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement up to 10% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Specialized Experience: One year of specialized experience which includes experience coordinating liaison activities with Members of Congress and congressional committees; analyzing and evaluating legislative and appropriations issues and their impact on programs; promoting knowledge and understanding of congressional policies and programs and providing information or responding to congressional inquiries and legislative proposals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).
