About the Position: Serves as Purchase Card Program Coordinator responsible for the full range of supply policies and procedures as it effects procurement of accountable/reportable assets, and the general flow of material and paperwork through the receiving and payment cycle.

Duties

Provides technical direction and general contracting procedures regarding regulations and techniques concerned with the use and expenditures of public funds. Provides direction and guidance to local cardholders, reviewing officials and senior management. Performs analysis of effectiveness and efficiency of purchase card operations. Coordinates with applicable audit authorities, required audits of cardholders and reviewing officials for program compliance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the employee to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Qualifications

Utilizing databases to track program compliance; 2. Conducting user procedural training to ensure consistency throughout the organization; AND 3. Reviewing purchase records for program compromises, such as compromised account numbers, fraud, or disregard of the program policies, to eliminate potential problems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
