This position is located in Department of Homeland Security, United States Coast Guard, Force Readiness Command, FORCECOM Training Division, Training Analysis Consulting and Evaluations Branch in Norfolk, VA.

Duties

The position is a human performance analyst in the Training Analysis Consulting and Evaluations Branch at Norfolk, Virginia. This position serves as an analyst for performance improvement projects and as an analyst for formal training system staffing standards.

Requirements

  • Males born after 12/31/1959 must be registered for Selective Service.
  • A one-year probationary may be required.
  • This position requires a National Agency Check with Inquiries (NACI).

Qualifications

TO QUALIFY FOR THE GS-09 LEVEL: Applicants must possess one year of specialized experience equivalent to the GS-07 in the Federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience includes: Utilizing basic descriptive statistics and statistical software to analyze and summarize large amounts of quantitative data. Utilizing existing manpower requirements to analyze staffing levels in an organizational unit. Creating comprehensive surveys to collect manpower data. OR a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree TO QUALIFY FOR THE GS-11 LEVEL: Applicants must possess one year of specialized experience equivalent to the GS-09 in the Federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience includes: Performs manpower studies on a wide variety of positions. Evaluates and updates  manpower requirements for training. Provides data that converts manpower requirements into policy. OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree TO QUALIFY FOR THE GS-12 LEVEL: Applicants must possess one year of specialized experience equivalent to the GS-11 in the Federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience includes: Revising and creating new manpower equations. Leading complex manpower requirements analyses. Reviewing and approving staffing levels for individual and group training activities. There is no education substitution of GS-12. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
