The Veterans' Employment and Training Service (VETS) administers programs that address the employment, training, and job security needs of Americans who have served in uniform.
This position is outside the bargaining unit.
Duties
Principal advisor to the Director in all phases of the budget process.
Provide advice and guidance to the Director of OAMB on use of MOAs and intra-governmental/external payment and collection procedures.
Serve as VETS analytical expert providing extensive budgetary and financial policy guidance to Agency senior level management and executives and comprehensive guidance and leadership in the interpretation, design, revision, and implementation of the Agency's financial management policies, guidance, and tools.
Give priority attention to the resource management implications of VETS new and existing programs that are developmental in nature, cross agency lines, are sensitive or volatile.
Represent the Agency's interests and serve as the main liaison and coordinator with DOL's Departmental Budget Center and as the principal agency contact with the Office of Management and Budget's (OMB) assigned analysts.

Qualifications
You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for Budget Analyst, as described below.
For the GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service.
Specialized experience is defined as:
Experience tracking complex issues that cross departmental areas such as budget, acquisition, and IT through resolution and resolving them through cost-benefit and long-range analyses;
Reviewing audits and internal control documents including corrective action plans, executive orders, and other tangential reports that impact an Agency financial stability;
Experience with financial management activities related to concepts, principles, practices, laws and regulations which apply to budgeting for national programs and services, including expert knowledge of Office of Management and Budget (OMB) and congressional policies and directives;
Experience developing policy documents, technical assistance papers, briefings, budget justifications and appeals, and other materials requiring in-depth expertise on the process and procedures in which budgets are developed, transmitted, presented, and reported within the Agency and on applicable legislation, statutes, regulations, policies, and procedures.
