This position is located in the American Battle Monuments Commission (ABMC); Office of the Executive Director, Management; Office of Human Resources and Administration. Responsible for providing a significant/complex level of policy analysis and direction on an international basis for business management, building security, and other administrative management programs; and serve as an advisory staff consultant to the ABMC Executive Directors on confidential related policy and management issues.

Duties

Act as the Chief of Administration and manage administrative, management analysis, and support services programs that augment the mission and responsibilities of the ABMC. Program analysis/projects typically involve integration of a wide range of considerations, including technical feasibility, resource availability, agency policies, interrelationships of programs, and cost estimates. Prepare and present effective briefings to provide status updates, identify potential problem areas, and present findings, recommendations, and results of studies, analyses, and special projects. Plan, direct, and coordinate administrative activities related to personnel, such as service certificates, honor awards, retirement awards, passport and visa requirements, U.S. Personal Identity Verification (PIV) cards, and Smart benefits program. Manage the overall building management and security for the headquarters. Serve as a lead management official in developing and recommending agency policy, goals, and objectives within all of the areas of administrative management, as assigned.

Requirements

  • Suitable for Federal employment as determined by appropriate background investigation.

  • Merit Promotion applicants must have completed three (3) months of service after a competitive appointment to be considered.

Qualifications

Time in Grade Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify. Specialized Experience: For the GS- 13 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level GS-12; or its non-Federal equivalent that demonstrates: planning and development of policy, budget and accounting, procurement, facility management, travel services; analyzing information requirements, operating various reporting systems; researching and interpreting program related laws, regulations, guidelines, and procedures; and advising senior level management on the application and interpretation of administrative policies, procedures and operations. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-0343 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
