You will serve as a FINANCIAL MANAGEMENT ANALYST in the FINANCIAL MANAGEMENT DEPARTMENT of NET SEC ASTFLD ACT.
GS-12 Salary Range: $86,962-$113,047
GS-11 Salary Range: $72,553-$94,317
Duties
You will be responsible for the administration, budgeting, formulation, execution, and reconciliation of funding within the Financial Operations Division.
You will track, complete and submit to supervisors data calls received from Navy Programs Offices and Command organizations.
You will perform, analyze and reconcile financial account balances to ensure conformance with memorandum of records and operating procedures.
You will analyze program deviations with fund availability to ensure adequate and timely funding for command requirements.
You will ensure all suspense items are tracked and corrected to include disbursements, obligations, and other financial requirements.

- This is a Financial Management certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: SC4D2.
Qualifications
GS-12 Qualification Requirements
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing data utilizing Navy specific financial automated systems (e.g., Standard Accounting, Budgeting, and Reporting System (SABRS), Navy Enterprise Resource Planning (ERP), and Defense Cash Accountability System (DCAS)); 2) Reviewing and researching financial transactions and supporting documentation for contract, budget reconciliation, or similar purposes; 3) Generating financial spreadsheets and drawing conclusions for reports to management; and 4) Interpreting and applying federal policies and regulations to ensure compliance with financial program requirements.
GS-11 Qualification Requirements
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Extracting and compiling financial data utilizing DoD specific financial automated systems; 2) Reviewing and researching financial transactions and supporting documentation; 3) Creating, monitoring, and reconciling the execution of funding documents; and 4) Coordinating records review and funding requirements in accordance with federal financial instructions and regulations.

Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
