About the Position: Serves as an Operation Specialist in the Plans and Operations Division for the Director of Plans, Training, Mobilization and Security (DPTMS).

Duties

Research and prepare Operations Orders, Memorandums of Instruction, staffing papers, point papers and decision briefs for the DPTMS. Coordinate installation support for events. Implement, monitor and maintain Crisis Management Center's daily readiness and emergency operations. Serve as a Tasking Officer and manage the tasking program for the installation. Manage Unit Status Reports and Installation Status Reports.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • The incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • This position may require the incumbent to work on call during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.

Specialized Experience: One year of specialized experience which includes (1) coordinating calendar events with multiple organizations and resolving scheduling conflicts; (2) writing and tracking operational orders/taskings for numerous tenant organizations; (3)creating and presenting official informational briefings utilizing an electronic presentation program such as PowerPoint or Microsoft Teams; and (4) preparing unit readiness reports such as Unit Status Reports (USR) or Defense Readiness Reporting System (DRRS) and Installation Status Reports (ISR) to assess mission readiness of an installation/organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours. You will be evaluated on the basis of your level of competency in the following areas: Communications and MediaManages and Organizes InformationPlanning and EvaluatingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
