You will serve as a SUPERVISORY IT SPECIALIST (INFOSEC) in the Code 58135 of NAVWARSYSCEN PACIFIC SAN DIEGO CA.
Duties
You will be responsible for providing supervision, technical leadership, planning, program development, business development, financial oversight, coordination and management of all aspects of the projects.
You will supervise approximately 15 personnel consisting of engineers, scientists, and technical specialists.
You will perform work requiring professional knowledge of security engineering and produces critical analyses and evaluations of the ramifications, advisability, and impact of projects.

- You will be required to obtain and maintain an interim and/or final Top Secret SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 801 Advanced Level within 12 months of appointment.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101
Qualifications
Your resume must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Performs work requiring professional knowledge of security engineering and produces critical analyses and evaluations of the ramifications, advisability, and impact of projects.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Supervises approximately 15 personnel consisting of engineers, scientists, and technical specialists.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: coaching and counseling subordinates; actively
supporting EEO principles, policies and programs; complying with ongoing special emphasis programs; prevention of fraud, waste and mismanagement; safety and environmental compliance; and demonstrating Navy core values in the management of human resources, property, and procurement and financial responsibilities.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Draws upon extensive experience with Information Technology, Cybersecurity, Assessment and Authorization (A&A), and Risk Management Framework principles to provide direct support to branch projects and tasks.
In addition to your experience demonstrating the four competencies above, Your resume must have have one year of specialized experience equivalent to the next lower grade level GS-113 or pay band NM-04 in the federal service or equivalent experience in the private or public sector in Providing engineering capabilities along with project management oversight to a wide variety of efforts supporting multiple services, major programs of record and agencies. Providing subject matter expertise at the agency level in the planning and execution of Assessment and Authorization policies and practices and facilitates the resolution of security problem sets where guidelines are nonexistent or conflicting.
