You will serve as a FINANCIAL MANAGEMENT ANALYST of NAVAL AIR SYSTEMS COMMAND.
Duties
You will develop and advise on budgetary policies relating to assigned budget programs.
You will participate in the planning and development of budgetary requirements.
You will review and analyze budget data, cost estimates, and justifications for conformance with regulation and laws.
You will provide continuous informal instruction relating to the collection and presentation of budget data for assigned budget programs.
You will develop, analyze, and maintain program status, and prior year experience data for use in recommending the most effective distribution of current year funds for the execution phase of the budget.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-2 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Master concepts, principles, practices, laws, and regulations of budgeting and/or financing and their relation to subordinate and senior levels; 2) Develop, recommend and implement budgetary/financial policies; 3) Interpret, assess and project potential impact of new/revised Congressional legislation; 4) Analyzing, reviewing, and interpreting financial execution data and resolving variances; 5) Communicate clearly both orally and in writing for the purpose of providing information and guidance to employees led and to management or customers at all levels.
