About the Position: Performs a variety of budgetary and financial functions to implement assigned portions in support of various budgetary program. Position is with IMCOM Resource Management Office at Joint Base Lewis-McChord, WA.

Duties

Perform an in-depth, rigorous analysis of budget requests using such techniques as cost-benefit analysis, program trade-off and alternative methods of funding. Develop and formulate a segment of installation budget request for the next fiscal year. Write and/or edit statements to justify and support funding requests of installation program managers for submission to higher headquarters. Review estimates submitted by program managers for compliance with rules, regulations, and procedures. Monitor the use and rate of expenditure of budgeted funds through continuing dialogue with program officials and their staffs, review of written documents, and examination of accounting records. Recommend procedures to implement budgetary processes, policies, and regulations issued by higher commands.

  • Obtain and maintain a secret security clearance.
  • This is a Financial Management Level 2 certified position; incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

Specialized Experience: One year of specialized experience which includes demonstrated experience: advising management officials on the development and execution of budgets, monitoring budget accounts to ensure funds are available, and utilizing automated accounting systems to create budget reports and detailed statistical data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Finance, Business Administration, Etc OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationBudget ExecutionBudget Formulation, Justification & PresentationFinancial Management Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
