About the Position: Serves as the Senior Budget Analyst and Resource Manager at the Northwestern Joint Regional Correctional Facility (NWJRCF), Army Corrections Command (ACC) and the principal advisor to the Commander, Northwestern Joint Regional Correctional Facility (NWJRCF), Joint Base Lewis-McChord (JBLM).

Duties

Budget Management. Administer the NWJRCF's overall budgetary management system. Emphasize and explain budget limitations, program requirements, and directives. Budget Planning. Provide budgetary and technical expertise and guidance for the development of cost estimates associated with budget requirements to the Facility Commander and the NWJRCF staff. Budget Formulation. Formulates the NWJRCF's Operating Budget based on cost data. Conduct trend comparisons, ensure adequacy of justification, balance distribution of funds between programs and consistency with prior and current year cost data. Budget Presentation. Attend the NWJRCF's Budget Advisory Committee, Senior Program Budget Advisory Committee at Headquarters, U.S. Army Corrections Command, and defend the Facility Commander's position on all resource management matters. Budget Execution. Prepare the NWJRCF's annual resource execution plan; and develop and implement policies and procedures to ensure adequate control over the execution of approved funds. Recommend adjustments to funds. Fund Control. Distribute and administer all funds issued to the NWJRCF by element of resource (EOR) and establish expense ceilings and funding targets. Assist with planning and coordinating the Review and Analysis Program to include operations, information management, supplies and equipment, training accomplished, financial status, and the civilian/military personnel status. Assist with coordinating the NWJRCF's Management Control Program. Provide oversight for the administration of the Government Travel Card Program.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Employee must be able to pass a Criminal History Background Check. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense.
  • Employee must be able to obtain and maintain a Secret security clearance.
  • This position requires the employee to occasionally travel away from the normal duty station approximately 5% of the time.
  • This position requires a medical screening consisting of a Tuberculosis Test and offered hepatitis series immunization upon appointment and annually thereafter.
  • This position requires the employee to complete the Army Corrections Command Pre-Service Training program.
  • Pre-Service Training emphasis the responsibilities of each individual to maintain security and control of inmates, appropriate staff/inmate interaction and understanding the rules of inmate conduct.
  • All Army Corrections Command employees are required to take 40 hours of training annually. Employees will receive basic training in inmate supervision and security as well as specialized training in their field.
  • The incumbent will comply will all provisions of the NWJRCF’s, Standards of Conduct SOP and ACC Policy Letter #17, Standards of Conduct.
  • Personnel must consent to inspection of their person and property, including their vehicle, at any time their property or vehicle is within the fence line or within the grounds or facilities outside the fence line but still controlled by the NWJRCF.
  • IAW The Prison Rape Elimination Act, the MCC may not hire or promote anyone who may have contact with inmates, has engaged in sexual abuse in a prison, jail, lockup community conferment facility, juvenile facility, or other institution.
  • This is a Financial Management Level 2 Certified position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
