You will serve as an IT SPECIALIST (APPSW/CUSTSPT) in the Systems Division, Command Operations Department of FLTREADCEN SOUTHEAST.
Duties
You will support core applications utilized within the command for all shop floor and administration processes, focusing on software version control, acquisition, functionality, and customer support.
You will maintain application currency by utilizing the repository Defense Application and Database Management System.
You will create and track software approval packages through the approval process.
You will maintain application version control for FRCSE NMCI network and associated standalone networks (classified and unclassified).
You will provide software application stakeholder direction and guidance for obtaining approval on new software applications.

- You must obtain and maintain qualifications in accordance with DoDM 8140.03 Cyber Workforce Qualification and Management Program and supporting Department of Navy policies for work role 411 proficiency within 9 months of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Maintaining integrity on application naming criteria, acronyms, descriptions, sponsoring/hosting, approval authority, SECNAV Last Date Allowed (LDA) expirations, and points of contact required for software portfolios.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Working with portfolio repository to meet internal and external compliance associated with federal and defense policies and mandates.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Serving as a technical representative at various meetings and video teleconferences.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Resolving software portfolio management issues for software utilizing various operating systems, including Microsoft Windows Server to UNIX based systems and Sun Solaris.
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: 1) Performing work related to digital computer systems software and IT principles, methods and concepts used to provide support, maintenance, and operation of complex COTS and GOTS application software; 2) Utilizing knowledge of IT systems development life cycle management concepts and technical documentation methods to prepare and update manuals as well as instructions associated with software; 3) Ensuring application of appropriate security measures are applied to meet requirements; 4) Applying broad knowledge of Windows-based desktop computer systems to enable support with testing and evaluating software and other application systems.

Have successfully completed a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.
OR
Have successfully completed 3 full years (54 hours) of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
