About the Position: Serves as an expert technical advisor to the Deputy Director, Senior Executive Service (SES) Director on policy and administration issues within the organization. Provides technical guidance to Directors, Division Chiefs, and managers throughout ACC-Redstone.

Duties

Establishes ACC-Redstone procedures for interfacing with the Civilian Personnel Advisory Center (CPAC) and various civilian personnel programs and labor relations programs with unions, locals, and bargaining units. Prepares reports, charts and briefings on accomplishment of strategic goals and objectives. Serves as an organization technical representative in adverse action proceedings, including appeals in third party proceedings. Serves as Action Officer on assignments in specific program areas such as alternate dispute resolutions, grievances, adverse actions, performance management, negotiated agreements, employee management relations, and third-party proceedings. Assists in resolving significant labor-management initiatives and issues.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to obtain and maintain a SECRET security clearance.
  • This position requires the incumbent to travel up to 20% of the time for this position.
  • One year trial/probationary period may be required.

Specialized Experience: One year of specialized experience which includes 1) Leading a team of Labor/Management-Employee Relations (L/MER) specialists who provide advisory and consultative services on complex agency matters related to conduct, performance, attendance, dispute resolution and labor relations; 2) Serving as staff advisor and consultant on a diverse spectrum of employee relations and labor relations functions; 3) Analyzing a variety of employee conduct and performance-based problems; 4) Responding in writing to LMER issues and appeals; 5) Serving as a technical representative at third party proceedings; 6) Providing advice to managers on a variety of management-employee relations matters such as performance issues, conduct actions, grievances, appeals, and labor-management partnership.
