Duties
Serves as a Project Manager for the assigned Program Management Office (PMO) exercising broad responsibility for executing the organization’s programs.
Maintains communications and situational awareness of project scope, schedules, resource requirements, and status with all stakeholders to include: (con't)
(con't) project team members, team member supervisors, and senior management, and a wide array of DLA customers and business partners.
Presents project kick-off meetings with senior leaders to legitimize and advertise project requirements.
Coordinates projects across DLA Information Operations, Program Executive Office (PEO) staff, and other DLA Stakeholders to ensure proper communications and accountability among programs, projects, and/or initiatives.
Interprets complex policies and applies them to specific program objectives to meet cost, schedule, and performance goals.
Responsible for supporting the administration of contract management life cycle for IT support service and technology contracts, Contractor Performance Assessments Reporting System inputs, (con't)
(con't) Performance Work Statements, Statements of Work, Independent Government Cost Estimates.
Provide analysis of information in appropriate format for briefing and distribution to J62 organizations, the PEO office, and other DLA Stakeholders.
Develop strategies to accomplish short- and long-term organizational goals; manage and administer programs; and develop sound conclusions and recommendations based on reliable and valid data.
Identifies areas where the deploying agency requires specific assistance and coordinates across programs to obtain the needed assistance.
Performs “level of effort” assessment/impact analysis in collaboration with customers, coworkers, and system users for fixes, enhancements, and other changes based on high level business requirements.
Develops and establishes short, mid, and long-range planning objectives and priorities as coordinated within the Customer Service and Readiness Directorate.

Qualifications
To qualify for an IT Project Manager (PLCYPLN), your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Expert skill in applying program and project management policies, principles, methods, and practices to: define project resources, milestones and deliverables; develop project plans and schedules.
Leading and influencing multi-disciplined project teams; negotiating with managers for project resources.
Monitoring project activities, addressing and solving project problems; communicate project status to stakeholders; and managing the constraints of delivering a complete project within scope, schedule and cost.
Expert or certified knowledge in Project Management principles such as Project Management Professional (PMP) and/or Information Technology Internet Library (ITIL v3) expert
In-depth knowledge of policies and procedures.
Experience in contracting processes and procedures; reviewing, preparing, and submitting contracts for bid and monitoring contract performance.
Experience managing, maintaining, and forecasting program level budget.
In-depth knowledge of policies and procedures in functional and administrative areas such as contracting, finance and accounting, budget, counsel, and information management, etc., to coordinate, facilitate, and resolve issues.
Advanced experience in preparing project papers and staff reports.
Advanced understanding and knowledge in organizing and delivering briefings to managers to encourage understanding and acceptance of findings, plans and recommendations.
