Duties
Serves within the Defense Logistics Agency (DLA), Information Operations (J6), Program Executive Office (J62), DSS/WMS (Distribution Standard System/ Warehouse Management System) Portfolio (J62D).
The incumbent functions as a senior systems analyst of a project/program support team and performs complex information technology (IT) systems assignments.
Applies analytical processes to the planning, design, development, implementation, and maintenance of a variety of complex, critical software development and integration services to
... include Distribution Standard System (DSS), Warehouse Management System (WMS), and SAP.
Work with customer functional proponents in their formulation of requirements that results in a new system design or major modification to Automated Information Systems (AIS).
Performs “level of effort” assessment/ impact analysis in collaboration with customers, coworkers, and system users for fixes, enhancements, and other changes based on high level business requirements.
Assists in the evaluation, selection, and integration of commercial-off-the-shelf (COTS) and/or Government-off-the-shelf (GOTS) solutions.

Qualifications:
To qualify for an IT Project Manager (SYSANALYSIS) your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Serves as a Senior Subject Matter Expert or coordinator of a project/program support team responsible for business systems requirements assessment, evaluation, analysis, elicitation, interpretation, planning, design, development, documentation, testing, validation, implementation, and maintenance of an assigned area/subsystem.
Evaluates and analyzes the customer's business system requirements feasibility, cost-effectiveness, integrity, completeness, compliance, computability and testability.
Plans and establishes the work schedules, deadlines and standards for acceptable work. Participates in development of project proposals and work breakdown structures (WBS's).
Serves as the senior member of a team conducting testing and validation of all software modifications ensuring they meet system specifications and fulfill the approved business system requirements.
Leads, conducts and/or participates in research and investigation of technological developments that have the potential to improve the design, documentation, development, modification, testing, installation, implementation, and support of new or existing application software.
Experience in design, testing, and application sustainment within WMS and/or SAP application/s is desirable.
B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience.
