Duties
The primary purpose of this position is: Serve as senior Department of the Air Force (DAF) analyst and provide Air Force military expertise to plan and direct capability development and requirements analyses of the effectiveness and sufficiency of a wide variety of Department of the Air Force, intelligence, surveillance, and reconnaissance (ISR) programs and operations. Lead ISR Functional Integration Team to deliver timely, vetted, quality products as
tasked by A5R senior leaders. Accomplish independent, collaborative and cross-functional analyses for assigned programs. Communicate expectations and manage ISR Functional Integration Team efforts towards capability development and requirements generation goals. Advocate ISR capability objectives and impacts ensuring linkage to Air Force Corporate Structure decisions. Provide the critical continuity for the ISR Functional Integration Team
leadership during transition periods between old and new Team members. Additionally, function as the Deputy Team Chief in case of extended absence.
Serves as a senior analyst for the ISR Functional Integration Team
Represents the ISR Functional Integration Team at the action officer level in a wide variety of organizations and groups within and outside the DAF
Prepares position papers and presents high-level briefings of conclusions; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered
Maintains a continuous liaison with other Air Staff, other service headquarters counterparts, and DOD offices to ensure that planning is consistent and integrated throughout the defense community

Qualifications
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series 0343
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes Mastery of advanced management and organizational principles and practices and a comprehensive knowledge of Joint Capability Integrated Development System (JCIDS) planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of DAF's planning, acquisition, and management process to provide PPBS support to long-range DAF plans for ISR capability development and requirements. Expert knowledge of analytical and evaluative methods plus a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the agency, or in measuring and evaluating program accomplishments.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge, experience, and proven expertise in DAF ISR operations and capability requirements and their factors/considerations, analysis of same, determination of improvement options, and related policy/ guidance. Commanding knowledge of Congressional, DoD, Joint and DAF structures, missions, programs, policies and organizational relationships to facilitate effective advancement of Air Force operational ISR capabilities.
In-depth knowledge of DAF space operations that enables the incumbent to analyze, articulate and advocate ISR capability improvements in support of national/DoD/Joint force applications objectives. Demonstrated knowledge to effectively and efficiently lead /supervise and manage at the division/unit level.
Skill in planning, organizing, coordinating, directing and controlling activities and operations associated with formulating, analyzing and improving operational space capability requirements.
Ability to plan, organize, and evaluate the effectiveness of DAF capability development and requirements processes with regards to supporting the needs of the war fighter.
Ability to communicate effectively, both orally and in writing in order to articulate and advocate DAF positions with respect to ISR operations, direct staff studies for general officer review and facilitate the condensing of extremely technical input into layman's terms without altering basic content.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
