The incumbent participates with Prosthetics & Sensory Aids Service Line (PSAS) in the overall decision making, policy development and planning for the management of the Prosthetics & Sensory Aids Service Line at the W.G. (Bill) Hefner VA Medical Center, located in Salisbury, NC, Charlotte CBOC, Hickory CBOC, and Kernersville CBOC.
Duties
Duties include but are not limited to:
Prepares Prosthetics facility budget projections based on studies of past
expenditures
Records and organizes documents relating to expenditures to provide accurate
and timely data and immediate visibility concerning availability of funds
Coordinates the fund control points assigned to Prosthetics, approves expenditures and reports fiscal status to program chiefs and Fiscal as necessary
Provides training in fiscal management to responsible officials as required for optimal utilization of funds and maintenance of records
Analyzes expenditures and adequacy of funding and communicates need for
additional funding or other changes in funding levels or requirements to Human Resources through the Resource Management Committee
Conducts inventory of CMRs
Assembles and analyzes equipment needs, after coordination with program coordinators; prioritizes equipment needs
Serves as liaison between Facilities Management Service and PSAS for all equipment orders, deliveries and problems that may arise
Conducts analysis of space requirements for PSAS in coordination with program coordinators
Prepares requests and justification of space requests for Space Committee review
Serves as the administrative resource and clearing point for PSAS for personnel management actions
Assures that annual performance appraisals for all service line employees are
completed in accordance with current regulations and established timeframes
Participates in settling grievances, acts as liaison between employees, supervisors,
and physicians and recommends action to be taken
Participates in the selection process of clerical staff for PSAS
Assists in supervising the clerical employees assigned in day-to-day operations issues and sees that workloads are accomplished on a priority basis
Assures that PSAS Credentialing and Privileging activities are current, correct, and complete
Provides administrative coordination, in conjunction with clerical staff for all PSAS travel by maintaining voucher files, analyzing and reviewing prior to submission to the Education Committee

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge and understanding of management principles, practices, methods and techniques, and skill in integrating management services with the general management of an organization and requirements of health care delivery system. Knowledge of activities of all services, ADP equipment (DHCP and PC's) and its applications. Knowledge of accounting, bookkeeping, and budgeting processes to ensure correct manipulation and generation of data, reports, and proposals. Knowledge of Human Resources Management regulations, specifically but not limited to: recruitment, performance management, position management, incentive awards, leave administration, workload distribution, etc.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
