This position is located at the Salisbury VA Medical Center, in the Nutrition and Food Service (N&FS) department. The primary purpose of this position is to serve as the Supervisory Administrative Officer (AO) for N&FS and is responsible for the coordination and monitoring of all N&FS administrative programs.

Duties

The Administrative Officer at this level (GS-11) has supervisory responsibility of all office staff and has authority to make changes to the administrative programs to support NFS goals. Major duties and responsibilities include: Oversees and facilitates the administrative management for Nutrition & Food Service. Provides technical and administrative supervision to a Budget Technician, Program Support Assistant (OA) and administrative support staff. Manages the incentive awards program. Carries out Equal Employment Opportunity policies and program activities. Develops indicators, monitors and compiles data collection and analysis, and corrects actions and preparation of related reports Independently develops, plans, issues and implements procedures to comply with directives concerning administrative matters. Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration, training management, publication management and data management within the division. Participates in regular meetings with leadership and other senior members to address administrative management issues, resolve problems and provide recommendations for correcting or improving processes and programs. Serves as the department Automated Data Processing Application Coordinator (ADPAC) and Contracting Officer's Representative (COR). Manages, monitors, coordinates and provides regulatory guidance on all personnel actions, organizational structures and position management for the Service. Reviews, interprets and provides recommendations for the revision of regulatory guidelines, policies and standing operating procedures pertinent to personnel administration and all Service operations. Participates in the planning for budgeting needs and financial management for Nutrition & Food Service. Attends budget calls, reviewing guidelines and instructions in order to brief managers of schedules and data requirements. Coordinate with Assistant Chief, N&FS/Food Production Manager to control purchasing and use of supplies. Reviews office needs in order to plan and develop budget data and justification for review and approval. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of this position. Specialized experience includes but is not limited to: experience in organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines, and procedures, and automating work processes to conduct administrative support functions or program operations. skill in the use of computer equipment with a wide variety of software such as Word, Excel, Power Point, Outlook, Access and VHA databases to extract and organize data, produce letters, memorandums, and to prepare a variety of specific working documents and forms such as spreadsheets, database, word processing, desktop publishing, graphics and other similar products. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent degree, OR 2 full years of progressively higher-level graduate education leading to such a degree, OR LL.B. or J.D., that is related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond.
