The incumbent serves as the Administrative Officer (AO) for Medicine Service Line Chief at the Salisbury VA Healthcare System and as such directs and coordinates all the administrative, operational, and planning activities within thirteen multidisciplinary medical sections and units, which includes approximately 170 full time and part-time employees. The AO position is responsible for the administrative management of the Service Line with final authority resting with the Chief.

Duties

Major duties include but are not limited to: Administrative Management Oversees and responsible for provisioning of administrative support for all clinical operations within the Medicine Service line. Administers service line space and medical equipment programs to include medical equipment procurement, equipment usage & storage as well as overall service line space management. Establishes HR/Equipment/Space Policy for the unique and/or complex Service Line. Incumbent is responsible for constant surveillance, evaluation and planning to ensure efficient utilization of space based on constantly changing and ever-increasing program demands. Reviews renovation and construction drawings and plans, suggests modifications to architects/engineers consistent with VA guidelines, OIG, OSHA, Joint Commission regulations and future Medicine Service needs. Reviews outgoing correspondence under the supervision of the Chief for determination of accuracy of information, proper composition, proper format, and whether such correspondence conforms to current VA policies, instructions, and regulations, as well as the viewpoint of the Chief. Manages and coordinates all administrative aspects of the Service. He/she has sole responsibility for the administrative operation of Medicine Service during the absence of the Chief. When acting in this capacity, the incumbent will be responsible for the continued efficient administrative operation of Medical Service, working closely with the acting clinical chief. Provides robust data research and analysis of service line data to include workload, physician productivity, wait times, encounter completion, and other compliance data as required. Provides primary oversite of all compliance related activities within the service to include provider credentialing & privileging as well as general credential maintenance. Budget Guidance and Administration Serves as the principle management resource to individual clinical and administrative section and sub-unit chiefs within Medicine Service. Serves as Subject Matter Expert (SME) to provide information on service level and medical center policies with regard to personnel, equipment, budget, regulatory compliance, etc. Develops the need for and maintains an awareness of available resources, and makes recommendations regarding needs, distribution or redistribution of these resources. The incumbent is also charged with the responsibility of operating within the authorized budget. These duties include analyzing, evaluating, advising and coordinating administrative and clinical activities associated with the successful outcome of efforts to improve patient access to VA healthcare. Personnel Administration and Management Work Supervises up to 15 administrative personnel responsible for clinical support. Incumbent must have established knowledge of general administrative policies and management and organizational theories which require considerable adaptation and/or interpretation for application to issues and problems studied. The incumbent must be able to utilize administrative policies and precedent studies provide a basic outline of the results desired to accomplish projects. Must be able to apply administrative guidelines of the organization, to manage controls on size of work force, productivity targets, and similar objectives. Within the context of broad regulatory guidelines the employee must be able to refine or develop more specific guidelines such as implementing regulations or methods for the measurement and improvement of effectiveness and productivity in the administration of operating programs. Provides direct oversight of day to day activities and supervision of nine administrative staff within the medicine department. Discusses, investigates and responds to employee grievances and dissatisfactions in order to resolve conflicts. Represents management at labor management meetings, provides information, and resolves conflicts and /or problems that may arise and assures management officials are familiar with the negotiated agreement. Accreditation and Program Administration Provides for full administration of reporting, evaluation, and fee requirements associated with the Accreditation of the organization and establishes procedures to meet unusual or unique standards. Incumbent is fully aware of quality assurance aspects. Assembles and monitors current required materials to assist the Service Chief in satisfying requirements. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: interpreting and implementing administrative policies, providing management analysis, budget administration, program data analysis, preparing correspondence and reports, educating staff, personnel management/administration, providing advice to managers, and monitoring procurement and contracting activities. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; or, 3 full years of progressively higher-level graduate education leading to such a degree; or, LL.M.., if related. (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Ph.D. or equivalent doctoral degree; or, 3 full years of progressively higher level graduate education leading to such a degree; or, LL.M.., if related.
