The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), at the Salisbury VA Medical Center (VAMC) in Salisbury, North Carolina. The incumbent will serve as the Administrative Officer for the Medicine Service Line Chief.

Duties

Major Duties to include but not limited to the following: Program Management Responsible for providing various administrative services; carrying out a variety of analysis functions related to VAMC and serving as the focal point and resource person responsible for the development, implementation, evaluation, interpretation, revision, and necessary corrective action of all applicable administrative policies, functions, activities, operations and programs for the VAMC. Coordinates activities, performs analytical trending and evaluative work associated with VAMC such as consults, authorizations, payments, and scheduling. Personnel Administration Maintains Human Resource (HR) records for the Service to ensure that all essential elements are included in the incumbent's service folder. Maintains administrative responsibility for HR management functions, which include recruitment/staffing, initiating classification requests, labor relations, the performance appraisal process, incumbent awards, pay and leave administration, training, travel, EEO programs, Worker's Compensation, and performing the necessary research related to human resource management. Ensures training and orientation are completed for all Service incumbents. Provides ongoing informal training and assistance to new and current personnel regarding office policies and procedures. Coordinates the dissemination of information regarding health benefits, thrift savings plan, life insurance, retirement, and other incumbent benefits. Reviews, analyzes and interprets incoming requests; recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities. Leads in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management. Budget Guidance and Administration In coordination with the budget analyst, develops monthly and quarterly cost ceilings while maintaining running control of funds to ensure that accounts are within authorized levels. Key functions of the position include strategic planning, creating and maintaining statistical data for decision making purposes, developing and monitoring cost avoidance and tools to scientifically evaluate program activities and effectiveness. Participates with supervisors in reviewing office needs, plans, and goals to develop budget data and justification for review and approval. Prepares budget package for submission to the budget office and responds to all questions from that office. Reviews financial reports and resolves discrepancies with the appropriate accounting office. Assures that all expenditures are properly authorized and documented. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment . Primary Care Service Line knowledge preferred. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: knowledge of missions, organizations, programs, and requirements of health care delivery systems to assess, measure, analyze and improve clinical business activities in Primary Care Service, knowledge of government, agency, and health system requirements in administrative areas of budget, personnel, and procurement, and knowledge of Primary Care data in VHA's Support Service Center (VSSC), VistA, Decision Support System (DSS), and other key databases and ability to review and analyze data to maximize operational efficiency. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three full academic years of progressively higher level graduate education leading to such a degree.OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have combination of specialized experience and education. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the GS-11 grade level. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: May require extensive walking per day to meet with leadership, administrative staff, and clinic personnel. Trips to CBOCs are sometimes necessary. The ability to drive and operate a government vehicle is required. The work requires light lifting, less than 15 pounds, to carry books, reports and files when needed.
