This position is in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), MidAtlantic Health Care Network (VISN 6), Salisbury VA Healthcare System (SVAHCS) under the Imaging Service.
Duties
Major duties include but are not limited to:
Formulating, executing, and managing of the budgetary plan and operations.
Interviewing candidates for positions in the unit, recommend appointment, promotion, or reassignment to such positions.
Initiating and preparing contract requests to secure adequate resources to facilitate operations.
Preparing written responses to investigations and requests for information.
Participating in settling grievances, acting as liaison between employees, supervisors, and physicians.
Determining estimated contract costs.
Conducting market research.
Performing costs analysis for independent government estimates.
Providing documentation to support sole source contract requests.
Communicating with contractors.
Drafting and/or reviewing contract requests and agreements to ensure accurate budgetary, personnel and administrative arrangements.
Providing advice to management and staff on matters relating to contracts and exercises authorizations for obligation and expenditures of funds.
Planning a system of internal control assuring fiscal management of the Medical Center will be maintained on a sound basis in accordance with specialized accounting practices.
Work Schedule: Monday-Friday, 8:00 a.m.- 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 providing and/or obtaining a variety of operational and management services; administrative management; integrating management services of the department with the general management of the organization, strategic planning; creating and maintaining statistical data for decision-making purposes; developing and monitoring cost effective programs; developing methods and tools to evaluate program activities and effectiveness, coordinates activities, while performing trending and evaluative work associated with service departments.

Education: Must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Must have equivalent combinations of successfully completed graduate level education (more than the first year or 18 semester hours) and specialized experience to meet total experience requirements. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required, lifting less than 15 pounds, walking across campus.
