The Financial Management Analyst provides in-depth advice, assistance, direction, policy guidance and technical analysis of financial management processes supporting resource management, accounting, financial systems and internal control functions. He/She works within a team engaged in the interpretation and development of financial management policy/guidance, annual planning of the Risk Management and Internal Control (RMIC) program.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GG/GS-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Researching, conducting technical analysis of, and developing agency-level, financial management policies and procedures; Experience independently interpreting and/or implementing the Treasury Financial Manual, DoD Financial Management Regulation, fiscal law and/or other authoritative financial management pronouncements; Providing technical advice to inform agency implementation of financial management statutes, regulations, policies, and procedures on budget, appropriated fund, Defense Working Capital Fund, accounting, vendor and contract pay, and financial systems administration. Specifically you will be evaluated on the following competencies: 1. Financial Concepts, Policies, and Principles: Apply fiscal law, policies, regulations, principles, standards and procedures to financial management activities. 2. Financial Stewardship: Manage, allocate and monitor financial resources in compliance with laws, regulations, and policies, with sufficient transparency and appropriate internal controls to ensure resources are applied to meet organizational goals and objectives, while considering the Federal Government's fiduciary duty to the Nation and compliance with DoD and other regulatory guidance. 3. Influencing/Negotiating: Establishes and maintains relationships with key individuals/groups; understands what motivates them. Persuades others; builds consensus through give and take; gains cooperation from others to obtain information, find solutions, and accomplish goals. 4. Fundamentals & Operations of Finance: Research and analyze information related to finance activities to ensure the accuracy of finance transactions and to support financial policies and procedures. 5. Communication: Convey message in a clear and concise manner.
