You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the HUMAN RESOURCES DIVISION within the CORPORATE OPERATIONS DEPARTMENT of NAVUNSEAWARCENDIV KEYPORT WA.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-3 pay band encompasses positions equivalent to the GS-9 and GS-10. The NT-4 pay band encompasses positions equivalent to the GS-11 and GS-12.
Duties
You will serve as a Human Resources Advisor (Labor and Employee Relations) for both Employee Relations (ER) and Labor Relations (LR).
You will provide technical advice, products and support to maintain program compliance, support positive labor-management relations, and promote program awareness among internal customers.
You will prepare documents in accordance with the compliance and support of the ER and LR programs.
You will assist in development and delivery of policy/guidance to management officials and employees concerning ER and LR programs.
You will develop communication and counseling procedures to maintain effective relations between management and workforce.
You will provide support on the merit and requirements for successfully initiating and effecting disciplinary and adverse actions.
You will resolve complex problems affecting human resources programs and propose options and recommendations.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For the NT-04:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS-9/10 grade level equivalency) in the Federal service or equivalent experience in the private or public sector applying principles of human resource management to research and interpret laws, regulations and policies to advise management on Labor/Employee Relations programs.
For the NT-03:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 pay band (GS-5 through GS-8 grade level equivalency) in the Federal service or equivalent experience in the private or public sector applying basic fundamentals of human resource management to assist in analyzing, researching or interpreting laws, regulations and policies on Labor/Employee Relations programs.

Education
The following education may be substituted for specialized experience at the NT-04:
A Ph.D. or equivalent doctoral degree.
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
An LL.M. degree that is related to the position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
The following education may be substituted for specialized experience at the NT-03:
A master's or equivalent graduate degree.
OR
Two full years of progressively higher level graduate education leading to such a degree.
OR
LL.B. or J.D. degree that is related to the position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
