About the Position Serve as a Workforce Program Specialist.
Vacancies filled from this announcement are career ladder positions and will be made at the GS-9 or 11 grade level with promotion potential to the GS-11 grade full performance level (if you are selected at GS-09). You may be noncompetitively promoted for career progression to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management.
Duties
Conduct studies relating to such factors as recruitment, retention, relocation turnover, mission and technology to identify workforce dynamics, trends and anticipated changes order to develop short and long range workforce requirements and plans.
Assist in Identifying needs for and ensures initiation of special projects and studies, such as succession planning, workforce analysis and other planning initiatives.
Develop training plans for enhancing employee performance in technical, professional, managerial, and administrative occupations in support of maintaining critical skills.
Process all SF-182 training requests for Garrison personnel and ensure training requested is within established guidelines.
Plans and schedule approved training using a variety of resources. Contacts training vendors to schedule/set up training. Purchase training materials as needed.
Develop, write and prepare various instructional documents, manuals, and other resources and training materials. Review and prepare drafts updates for a variety of documents.
Conduct surveys to assess training needs and program quality. Collects and analyzes course evaluation data, employee and supervisor feedback to ensure training meets organizational needs.
Responsible for various facets of multiple programs in support of workforce development such as on-boarding program, Leadership Development Program and the Civilian Professional Development Program.
Provide DPMAP Super User support to all Garrison end users. Assists with My Performance tool actions and issues.
Manages the Garrison honorary awards program. Reviews all nomination justifications, citations and DA1256 forms prior to routing for approvals, printing and presentation.
Ensure development of organizational workforce requirements within the Army Working Capital Fund (AWCF) environment.
Coordinate, update and staff the Garrison Capital Strategic Plan (HCSP) and ensure alignment with the IMCOM-Sustainment.
Participate in career fairs at high schools, colleges and technical schools to increase student awareness of career opportunities at Garrison. Develop and maintain relationships with school career centers and facilitate instructor visits to Garrison.

To qualify at the GS-09:
Specialized Experience: One year of specialized experience which includes assisting in conducting studies affecting the workforce; developing training plans and assisting in presentations/courses; processing SF-182 training request and plan schedule training; preparing documents, manuals, etc.; assisting in managing various programs in support of workforce development such as ATAAPS and DPMAP; managing the awards program.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
To qualify at the GS-11:
Specialized Experience: One year of specialized experience which includes conducting studies affecting the workforce; developing training plans and assist in presentations/courses; processing SF-182 training request and plan and schedule training; preparing and developing documents, manuals, etc.; managing various programs in support of workforce development such as ATAAPS and DPMAP; managing the awards programs.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent; GS-07 for GS-9 grade level and GS-9 for the GS-11 grade level.
