Duties
You will provide assistance to management in hearings before the Merit Systems Protection Board, Equal Employment Opportunity Commission, Arbitration, Federal Labor Relations Authority {FLRA) or unemployment appeals.
You will conduct research and prepare appeal cases, including preparation of supporting documents, that represents the command's best position after considering alternatives and possible ramifications.
You will research, prepare, and support the command's position In replies to congressional correspondence as well as in litigation cases.
You will conduct detailed investigations of the cases, make recommendations on the decision to proceed to arbitration, and prepare cases for arbitration.
You will serve as an authority on labor relations matters, negotiating collective bargaining agreements (CBA) with exclusively recognized labor organizations.
You will conduct research and provide assistance on special issues such as: Unfair Labor Practice charges, petitions for units on recognition's, and de-certification proceedings.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Examples of qualifying experience are::
advising managers regarding appropriate disciplinary or other corrective techniques that are responsive to a range of conduct and performance problems
explaining rules and procedures to employees and help them understand their rights and obligations
researching and applying administrative decisions to analyze and craft defensible solutions to problems that are less well defined and where precedent cases and guidelines are not always directly applicable
researching fact, legal precedents, and define legal and factual parameters/issues of cases
conducting systematic studies to develop management interests and respond to union interests at the bargaining table
representing management in unfair labor practice and representation hearings before the Federal Labor Relations Authority
advising on labor-management matters of overall concern to established bargaining units at the local level (e.g., grievances, unfair labor practice charges, information sharing, contract interpretation, labor relations training, and preparation and conduct of contract bargaining
GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Examples of qualifying experience are::
researching and analyzing labor or employee relations procedures, practices, and legal requirements in order to advise managers or supervisors on the appropriate disciplinary or other corrective techniques
reviewing unit and employee representation, unfair labor practices, arbitration, negotiability, impasses, and other related issues
researching labor relations policies and procedures relevant to collective bargaining agreements (CBAs)
researching applicable laws, policy, and agency precedent and apply factfinding techniques to gather clear-cut information and/or evidence specific to the cases
researching and interpreting laws, regulations, and precedents
use non-traditional collaborative skills and approaches to labor relations, including labor-management partnership, alternative dispute resolution, interest-based bargaining, and facilitation
GS-9: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Examples of qualifying experience are::
researching and evaluating facts, laws and precedents concerning management, labor, and employee relations cases in order to provide recommendations for a senior specialist to consider
performing fact finding to gather information in connection with cases or complaints
advising managers and employees about relatively common issues or problems such as routine leave or attendance questions or disputes
researching and evaluating laws, regulations, and precedents

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the GS-11:
- Successful completion of a Ph.D. or equivalent doctoral degree. - or -
- Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. - or -
- Successful completion of an LL.M. degree that is related to the position being filled
- A combination of experience and graduate education as described above that equates to one year of experience
