You will serve as a PROGRAM ANALYST (AGENCY PROGRAM COORDINATOR) in the MRO LOGISTICS DEPT, FLEET READINESS CENTER SOUTHEAST of FLTREADCEN SOUTHEAST.

Duties

You will develop methods to solve process problems to improve productivity within an organization. You will analyze balances to reconcile program requirements with available resources. You will apply law, policies, regulations, principles, standards and procedures to management and program analysis activities (e.g., developing studies, metrics, methods, advising others). You will recommend efforts to improve the cost performance of projects and programs. You will conduct competency-based needs assessments to determine the knowledge, skills, or competencies needed to meet mission requirements

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing knowledge of Government Command Purchase Card (GCPC) program and policies to process required documentation in resolving technical and operational problems between the bank/financial institution, Navy Enterprise Resource Planning (ERP), and FRCSE activities. 2) Conducting training for multiple Authorized Officials and GCPC holders (Purchasing Agents). 3) Developing criteria for evaluating the administration and overall effectiveness of meeting mission goals of the organization. 4) Engaging with FRCSE Human Resources, Legal, and the Commanding Officer as the Head of Activity when repeat or significant instances of policy non-compliance are identified in accordance with policy guidance. 5) Interpreting regulation and reviewing purchase card documentation to ensure accuracy, completion and adherence to policy and regulations.
