This position is located in the Revenue & Receivable Operations Group, Financial Operations (FO), Federal Communications Commission (FCC) located in Washington, DC. Relocation expenses will not be paid. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS.

Duties

Oversees and administers the maintenance and operation of a full range general accounting system with subsidiary ledgers/records. Provides the financial control necessary for full range general accounting system to provide information that reflects results in operations, resources expanded, exchanged and available. Responsible for reconciliation of the general ledger control accounts to the subsidiary records for areas serviced. Provides expert advice to other accountants, program officials, and specialists by interpreting accounting regulations and legislation and on critical aspects of agency financial management. Reviews all audit and/or investigative reports issued by the Inspector General regarding assigned activities. May direct and coordinate and draft the reply if the audit or investigative report contains information involving highly sensitive, difficult or complex issues. Develops, interprets, and analyzes financial and related data reflected in the accounting systems for the purpose of reporting to senior FCC agency management, other regulatory agencies, or the Congress, when such information is not available from existing reports. Develops and/or updates agency financial reports including, but not limited to the general ledger, prepares or develops reports to meet Treasury Department, OMB and other regulatory reporting requirements. Develops and provides management with financial reports, trend analysis, deviations from standards, and recommendations on corrective action. Participates in the design, development, expansion, modification, and testing of new accounting systems.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.  Specialized Experience:  Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-12 in the Federal service.  For this position, specialized experience includes the following:  1. Experience providing advice and guidance on required federal accounting procedures.2. Experience reviewing and evaluating accounting/financial systems for effectiveness and integrity of financial information.3. Experience interpreting and analyzing financial and related data reflected in an accounting systems for the purpose of developing reports.4. Experience providing the review, analysis, and validation of financial data within an accounting system.PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

    or

  2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
