About the Position: The incumbent serves as coordinator for strategic policy decisions and special project officer for the Joint Center for International Security Force Assistance (JCISFA), located at Fort Leavenworth, KS.

Duties

Develop and integrate Security Force Assistance (SFA) principles and best practices into strategy, plans, and policy. Integrate SFA principles and best practices into joint force development processes to address capability gaps. Write and review joint and service doctrine to integrate SFA principles and practices. Direct team study work and negotiate with military officials and agencies to implement recommendations that require changes in established procedures. Lead joint multidisciplinary teams through Joint Planning Process and Army Design Methodology to develop strategy and policy recommendations for senior decision-makers. Brief Joint Staff, Combatant Commands (CCMD), Service, and Secretary of Defense (OSD) leadership in conferences on the development and implementation of security related strategies, plans, policies, and programs. Coordinate with appropriate agencies to account for SFA-centric authority considerations and outcomes with joint strategies, processes, and plans.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • You will be required to possess and maintain an interim and/or final Top Secret/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in withdrawal of a job offer or removal.
  • You will be required to complete the Security Cooperation Workforce Practitioner-level certification (Level II) in accordance with the timelines specified in DoD Instruction 5132.15.
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • Incumbent is required to sign a DA Form 5019-R "Condition of Employment for certain civilian positions identified as critical under the drug abuse testing program".
  • Temporary Duty Travel (TDY) appr. up to 15% of the time away from home station.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Influencing/NegotiatingPlanning and EvaluatingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
