This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Program Management to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Program Officer position is assigned to the C5 Other Transaction Authority (OTA) Program Management Office under the Project Manager Electronic Warfare and Cyber (PM EW&C) located at Aberdeen Proving Ground, MD. PM EW&C is a subordinate activity under PEO IEW&S.
Duties
Exercise significant responsibilities in dealing with customer officials of other units or organizations, or in advising management officials of higher rank.
Oversea other transactional agreement (OTA) contract portfolio that obligates over $300M annually with over 75 active projects.
Provide technical and programmatic guidance and direction to personnel, Army Contracting Command and Consortium Management Group (CMG).
Plan and initiate action to obtain effective use of resources all phases of an OTA, and to ensure completion of C5 OTA programs and projects as scheduled, scoped, and funded.
Lead IPT’s with customers in their project development statements of need, goals, objectives, and strategic plans, which define the long-term emphasis and focus of the program.
Assist C5 customers in evaluating C5 contractors’ performance and overall program effectiveness in terms of mission accomplishment, schedules and budget, quality, quantity and environment, safety, and health standards, and technical competence.
Assist C5 customers in managing a wide variety of projects and task relating to acquisition programs to the different functions to include rapid prototyping and rapid fielding.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with sensitive compartmental information or access for the duration of employment.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This is a TERM position NTE 5 YEARS.
- One-year trial period may be required.
- Selectees must meet position requirements for certification at Level II (Practitioner) in the Acquisition Career Field (Program Management) within 60 months of entrance on duty.

Specialized experience is defined as performing ALL of the following duties:1) Managing and executing performance, cost, schedule and risk within an Acquisition Program office; 2) Managing and directing work related to the development, acquisition, rapid prototyping/rapid fielding support of intelligence, surveillance, reconnaissance, and/or electronic warfare capabilities; and 3) Managing the planning and conduct of fielding, training, and sustainment of materiel capabilities.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).
