You will serve as a Director in the Strategic Education outreach Office of NAVAIRWARCENAC DIV.
Duties
You will assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
You will ensure that proposed program strategies and approaches are feasible and consistent in all regards with governing policy and process directives.
You will apply expert knowledge of the NAWCAD business and technical acumen to devise and recommend alternative approaches to Strategic Education and Outreach if original submissions are not accepted.
You will direct and participate in complex cost, schedule, and trade-off analyses to recommend alternatives and justify recommendations.
You will engage program participants in discussions and negotiations to convince them to modify their special interests and viewpoints and adopt approaches which are supportive of the overall NAWCAD Strategic Education and Outreach program.
You will be responsible for conducting fully documented staff studies detailing facts, statistics, assumptions, empirical observations, conclusions and recommendations.
You will participate in strategic, long term contract planning and execution.
You will apply quantitative analysis techniques to evaluate the efficiency and effectiveness of substantive program support functions and activities, such as contracts, manpower and funding usage.
You will identify and develop ways to resolve problems or cope with issues, which directly affect the accomplishment of principal goals and objectives.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NM-04 (GS-13/14 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing and evaluating the effectiveness of Strategic Education and Outreach management controls such as those for channels of communication, operating procedures, organization, and position structure, and recommending methods for improvement through program modifications; 2) Planning and assigning work based on priorities and difficulty and preparing performance plans covering work to be accomplished by subordinates, setting and adjusting short-term priorities, and preparing schedules for completion of work; 3) Managing resources and organizational structure and delegating functional responsibility and authority, which may include the management of internship and apprenticeship opportunities to meet long-term strategic goals; 4) Directing studies to determine the degree of emphasis in various functional areas and to establish resource requirements for short and long term planning.
