About the Position: Performs a variety of administrative and advisory duties which involve the day-to-day oversight and implementation of personnel related program functions and requires extensive coordination between Directorate of Emergency Services management officials.
Duties
Support supervisors in counseling employees regarding work deficiencies and improving performance by providing information on applicable regulations and procedures.
Monitor leave reports for suspected abuse and make recommendations to supervisor regarding approval/disapproval of advance leave.
Implement prescribed internal controls in accordance with applicable regulations and supplements information when necessary to accommodate local operating procedures.
Monitor pay administration functions while ensuring the accurate input of time and attendance data.
Prepare correspondence, forms and reports, maintaining accuracy in spelling, grammatical construction, punctuation, and compliance with applicable regulations.
Perform a variety of administrative duties for six Program Managers in support of the Environmental Division, which requires a general knowledge of the mission and functions division
Coordinate with safety personnel in the manpower and budget arenas making organizational and position structure in accordance with mission and operational priorities.
Foster positive management/employee relations by providing up-to-date information to management.
Participate in recruitment, placement, retention and other personnel staffing activities with personnel specialist.
Ensure both internal and external suspense actions are accomplished to applicable standards and keep the supervisor aware of the status of actions.
Coordinate with management and supervisors for formulating internal procedures for administering and implementing directives relating to civilian training program, to include executive development and intern or upward mobility training.
Participate in the development of budgetary input for civilian personnel operations and provides projections based upon manpower planning, historical data, known priorities, maintenance of internal accounting records
Requirements
- Position may require occasional TDY.
- Must be able to obtain and maintain a Secret clearance.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

GS-07 Specialized Experience: One year of specialized experience which includes: 1. Prepare various types of correspondence and reports while utilizing proper grammar, spelling and punctuation; 2. Execute administration duties ensuring staff is knowledgeable on policies, procedures and regulations; 3. Maintain training records for higher level review; 4. Track organizational tasks to ensure deadlines are met. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
GS-09 Specialized Experience: One year of specialized experience which includes: 1. Provide administrative support to senior level staff, 2. Identify problems and provide solutions to management concerning organizational programs; 3. Review training data to identify training needs; 4. Collaborate with managers and personnel specialists to complete human resources related tasks involving recruitment and performance. . This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
