Duties

Serves as the Director of Emergency Services at a large multi-mission military installation. Manage the current year budgets and forecasts resources for fire, law enforcement and security in the out-years. The primary responsible manager for law enforcement and fire protection/prevention. Represent the garrison for law enforcement and fire protection/prevention law enforcement matters to the surrounding civilian communities to include the local, county and state police and fire departments; as well as civic interest groups. Through subordinate supervisors/team leaders, performs a wide range of managerial tasks in planning, managing, directing and evaluating law enforcement operations with full authority to make decisions and commit to a course of action. Oversee training needs and verifies that all annual training requirements are met in the Emergency Services Directorate. Responsible for workforce planning and development for the Emergency Services Directorate.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Requires Secret Security Clearance.
  • This position is subject to the Lautenberg Amendment to the Gun Control Act of 1968.

  • This position requires the incumbent to possess a valid state driver's license.
  • Position is designated Mission Essential Position.
  • Position requires 1 year Supervisory Probationary Period.

Qualifications

Recruitment and relocation incentives may be authorized. Student loan repayment may be authorized. Salary negotiations for those candidates who are new to Federal service may be authorized. Credit for Prior Non-Federal Work Experience and Certain Military Service for Determining Annual Leave Accrual Rate may be authorized. Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 13 months by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Specialized Experience: One year of specialized experience which includes: 1) Managing law enforcement and/or fire protection/prevention functions; 2) Recommending law enforcement configurations necessary to execute response operations for a military installation; 3) Developing law enforcement operational plans and procedures for implementations of directives and service policies/procedures; and 4) Coordinating various disciplines such as law enforcement, fire protection, and physical security to support area of responsibility. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementCriminal LawHuman Resources ManagementLeadership Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Applicants must meet eligibility requirements including time-in-grade, time-after-competitive appointment, minimum qualifications, and any other regulatory requirements within 30 days of the closing date of this announcement.
