About the Position: This position is located in the Army Futures & Concepts Center - Fires Capability Development Integration Directorate (CDID). Serves as Senior Technical Advisor and full time Deputy to the Army Capability Manager (DIVAD) and Systems Program Leader to the ACM Project Officers.
Duties
Ensures, through appropriate taskings, directives, and coordination with MACOM’s, Test Agencies, AFC, FCC, Army Materiel Command (AMC), and DA that total systems' management responsibilities are accomplished for the user community.
Reviews and/or oversees the preparation of all materiel requirements documentation such as Mission Needs Statement (MNS) and Operational Requirements Documents (ORD).
Chairs and facilitates combat and materiel developer Joint Working Groups (JWG’s), Integrated Product Teams (IPT) for resolution of requirement problems.
Formulates critical issues and criteria for HQ AFC, FCC Requirements and Review Committee (RRC) and reviews Analysis of Alternatives (AoA) in the investigation of comparative alternative solutions.
Oversees the collection, analysis, and assembling of data and information for multiple Milestone Decision Reviews.
Assigns projects based upon individual capabilities and workload,
Assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees.
Prepares ACMs five year and fiscal year projected work programs in accordance with current policies, directives, and Army Regulations, coordinating the tentative program with ACM and project officers.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience equivalent to at least the GS-13 grade level in the Federal service which includes 1) Evaluating emerging concepts, doctrine and new material systems; 2) Supervising civilians, military, and contractors; 3) Reviewing and/or overseeing the preparation of all materiel requirements documentation; and 4) Participating in the development of training literature and training courses. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
