This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position serves as an Engineering Technician (Civil) with the San Diego DVA Resident Office located in San Diego, California.
Duties
This position is developmental to the full performance GS-07 grade. At the full performance grade, the employee will:
Obtain data for Project/Resident Office use in change orders, final quantity, or quality assurance inspections.
Prepare plans and specifications, cost estimates, and modification packages.
Compile, evaluate, and interpret data and assists in preparation of periodic and special reports in narrative and chart form.

- This position requires the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

Specialized Experience:
GS-05: One year of specialized experience which includes providing engineering support to senior engineers in the development, planning, and design of construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).
OR
Education: Four-year course of study leading to a bachelor's degree.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
GS-06: One year of specialized experience which includes assisting in the review of monthly progress payments for adequacy and accuracy and assisting in the preparation of plans and specifications, cost estimates, and modification packages. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
OR
Education: A half year (i.e., 9 semester hours) of graduate level education in a field directly related to the work of the position, such as engineering, engineering technology, or construction management, or related field of study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.
GS-07: One year of specialized experience which includes reviewing plans and specifications, cost estimates, and modification packages using automated software and compiling, evaluating, and interpreting data to assist engineers in the preparation of periodic and special reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
OR
Education: One full year of graduate level education in a field directly related to the work of the position, such as engineering, engineering technology, or construction management, or related field of study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
