The American Battle Monuments Commission (ABMC) maintains facilities & personnel in 10 countries. The incumbent assists the Chief, Human Resources, Human Resources Officer, and the Program Analysis Officer with the daily management and administrative operations of an agency headquarters.
Responsible for for planning and executing projects for the ABMC agency.
Duties
Develop guidance on techniques for management and method improvement; and develop manuals and directives covering the Human Resources and Administrative aspects of operations.
Plan and schedule frequently undefined processes involving integration of emerging programs, personnel, and pay systems.
Identify the most appropriate method or procedure to accomplish objectives based on broad program goals and desired outcomes.
Provide advice to employees and managers in headquarters and worldwide locations on a wide range of Human Resources and Administrative issues.
Review records and files to determine their continuing value and to provide advice regarding destruction or permanent retention.
Assist ABMC staff with all TDY and permanent change of station (PCS) travel requirements.
Manage and review Citibank statements for ABMC cardholders or purchase and travel accounts to include new cardholder's requests, adding/deleting users, and managing limits.
Local travel to the State Department and Smithsonian to pick up documents and other items weighing up to 20 pounds.
Requirements
- U.S. Citizenship.
- Suitable for Federal employment as determined by appropriate background investigation.
- Males born after 12-31-1959 must be registered with Selective Service.
- May be required to successfully complete a probationary/trial period.
- Merit Promotion applicants must have completed three (3) months of service after a competitive appointment to be considered.
- May be eligible for superior qualifications/special needs pay setting.

Qualifications
Time in Grade
Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify.
Specialized Experience: For the GS- 11 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-09); or its non-Federal equivalent that demonstrates: analyzing and measuring the effectiveness, efficiency, and productivity of operational programs; collaboration with internal and external customers; ability to provide solutions to problems in functional areas; knowledge of various systems such as USAccess, G-Invoicing, FedEx, UPS, Datamart, etc.; knowledge of a wide-range of administrative areas such as supply, vehicles, requisitions, building maintenance.

A Ph.D. or equivalent doctoral degree, or three full years of progressively higher graduate level education in an accredited college or university leading to such a degree.
