You will serve as a PERFORMANCE ASSESSMENT REPRESENTATIVE in the Public Works Buisness Line, Facilities Contracts Management and Facilities Services (FMFS) Branch of NAVAL FAC ENGINEERING CMD WASH.

Duties
You will participate in pre-bid, pre-construction, pre-performance conference to discuss unusual construction/maintenance features and requirements for compatibility with administration of quality assurance methods and procedures.
You will prepare quality assurance plans, recommend variations in standard methods and procedures to meet unusual situations, and assure adequacy of material and equipment specifications.
You will perform on-site inspections to observe work methods employed to assure: acceptable output, compliance with specifications, and to monitor and document the use of specified materials.
You will prepare deficiency breakdown reports and computes amount to be deducted from contractor payment for non-performance or unacceptable work performance.
You will conduct pre-award site visits/conferences, identifying pertinent features to potential bidders, interpreting specifications, performance schedules, invoicing procedures.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1.Performs a variety of duties in the development of on-site planning documentation for projects involving construction, alteration, maintenance and repair. 2. Develops work packages by providing layouts, scopes, cost-estimates, feasibility and technical studies and designs. 3. Coordinates various features of project development with engineers, customers, environmental staff, financial personnel, etc. 4. Receives and reviews planning work orders, conducts on-site visits and communicates with customers to define related project requirements. 5. Defines and prioritizes alternative, prepares scopes and cost-estimates, coordinates related permits, prepares site-approval requests and determines adequacy of funding. 6. Prepares documentation required to determine facility requirements for shore activities within assigned mission, to identify and certify projects as valid or deficient in accordance with the Shore Facilities Planning System. 7. Produces maps that provide topography and existing conditions of all station facilities including data concerning ordnance explosive hazard zones, airfield safety zones, and other similar data of value to planners and designers.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
