The primary purpose of this position is to direct 363 ISR Wing Mission Management in support of PACOM,CCMD, MAJCOM, C-NAF and AOC requirements to include establishment of long and short-term schedules, collaborating/coordinating with Air Force, DOD and Intelligence Community (IC) on content of analysis, and liaise with other Intelligence Community entities on behalf of the entire Wing.
Duties
-Serves as a 363 ISRW's Mission Manager for the PACOM AOR, overseeing critical intelligence issues for the entire 363 ISRW organization. Serves as the Wing's senior expert, primary representative, and advocate on all intelligence analysis and targeting matters related to PACOM . Responsibilities cross all Wing Groups, Offices, and Squadrons where work related to intelligence analysis and targeting is performed.
-Serves as the Wing's senior intelligence or targeting expert for either the PACOM AOR - acting as a single voice for the Wing on this issue, and representing the Wing on key intelligence, national and theater committees and working groups related to the AOR. Works to assure quality, analytic rigor, and consistency in the Wing's intelligence positions.
-Oversees Wing's overall PACOM programs. This includes representing the Wing's program and ensure integration with the broader Intelligence Community. Analyzes and evaluates the Wing's program to provide updates and advice to the Wing commander and senior leadership concerning Wing programs (analysis, production, resources).
-Maintains targeting or analytic skills in order to perform and mentor junior and mid-level targeteers or analysts in traditional and non-traditional targeting or analytic functions. Maintains proficiency and currency in state-of-the-art kinetic and non-kinetic targeting capabilities.

- This is a Centrally Managed position. Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.

- Overtime may be required as workload demands and in some cases with no-notice due to urgency of time sensitive matters. Periodic shift work may be required to properly manage Directorate functions.
- Previous Air Operations Center (AOC) and or Joint Task Force (JTF) experience is highly desirable.
Qualifications
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of targeting and intelligence analysis concepts. The Targeting concepts include an extensive understanding of targeting doctrine derived from Joint Publications, Chairman's Instructions, and Defense Intelligence Instructions defining the principles of targeting and associated products and processes to include Targets Systems Analysis, Target List Management, Intermediate Target Development, and Advanced Target Development. The Intelligence Analysis concepts include organization of the Intelligence Community, to include internal organization, internal and external processes, interaction with Combatant Command and Component Intelligence activities or staffs, and principles of analysis, writing, and documentation contained within applicable Intelligence Community Directives. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Air Force and Joint targeting doctrine and intelligence capabilities, cycles and targetingassociated
tactics, techniques, procedures and equipment to support joint/combined campaign planning.
2. Knowledge of US intelligence community policies, entities, missions, resources, operations, capabilities, databases, and requirements to perform intelligence research planning, operations collection, target analysis, and other intelligence collection related activities.
3. Knowledge of the principles, concepts, and methodologies of intelligence analysis and research to include target
systems analysis, e.g., network analysis, nodal analysis, critical path, qualitative analysis and database manipulation.
4. Knowledge of Air Task Order cycle, psychological operations (PSYOP), Air Force Special Operations Forces (AFSOF) employment missions and capabilities, Information Operations (IO), Behavioral Influence Analysis (BIA), Operations Security (OPSEC) and Military Deception (MILDEC).
5. Skill in assimilating disparate data and rendering knowledgeable and accurate assessments of the implications of such data; and applying facts and estimates derived from numerous sources to a variety of problems
6. Ability to plan, host, lead and participate in internal and formal training sessions to aid assigned personnel and continue personal professional growth in the area of targeting.
CONDITIONS OF EMPLOYMENT CONT'D:
1. Position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
2. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force
Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
3. Key Position: The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. The position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW DoDD1200/7 "Screening the Ready Reserve)
4. Incumbent may occasionally be required to perform temporary duty worldwide including to remote locations with limited facilities. While every effort will be made to schedule these assignments well in advance of the travel, travel may be required with extremely limited notice.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
