You will serve as a MANAGEMENT ANALYST in the NAVAL SPECIAL WARFARE LEADERSHIP AND EDUCATION COMMAND (NLEAD).

Duties

You will adapt new business methods to develop expanded program and policies for continuous program improvement. You will create forecasting models to analyze future program requirements. You will advise employees on both work and administrative matters to improve business practices. You will develop recruitment strategies for an organization. You will gather data to present and justify review findings and recommendations. You will prepare written reports to facilitate decision making.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Demonstrating a comprehensive understanding of policies, rules, regulations and directives related to all phases of civilian personnel management and programs, in addition to processing civilian personnel actions such as, but not limited to, interim and annual performance reviews, performance awards, recruitment and staffing, and preparing position descriptions; 2) Displaying proficiency with the Defense Civilian Personnel Data System (DCPDS) and Total Workforce Management Services (TWMS); 3) Drafting clear, concise policy guidance, reviewing comments, and articulating command objectives, with particular skills in presenting controversial recommendations and/or to persuade people to accept new ideas and different concepts; 4) Conceptualizing, developing, and introducing new human resources program goals, objectives, and methods to facilitate duties as the local command authority for civilian personnel programs; and 5) Establishing and maintaining effective relationships with and gain the cooperation of supervisors and managers on day-to-day as well as situations involving complex or controversial issues.
