This position is located in the Office of Extramural Research Policy and Operations (OERPO), Division of Extramural Activities (DEA), National Institutes of Health (NIH), Department of Health and Human Services (DHHS). Additional selections will also be made with the Office of Knowledge and Educational Resources (OKER) and Grants Management Program (GMP).
Duties
If selected for this position, you may perform the following duties:
Develop and review legislative, regulatory and budgetary proposals related to assigned areas.
Evaluate the content of new or modified legislation, and/or agency policies and procedures for projected impact upon the assigned organizational programs and resources.
Analyze and evaluate, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives.
Review information, reconciles conflicting data, and devise new or modified methods to analyze findings.
Make recommendations on new or modified developments, priorities and objectives to improve the organization's program performance.
If you are selected at the GS-11 or GS-12 level, you will essentially perform the same duties as those at the full performance level described above, however, duties are less complex and will be performed under closer supervision with more detailed guidance.

Qualifications
To qualify for a Program Analyst, GS-0343 position at the GS-011 level, you must have:
A. Completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related. OR
B. 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: analyzing the effectiveness, efficiency and productivity of conventional problems involving program operations; reviewing the effectiveness of policies and procedures related to the management and administration of financial and budgeting operations; gathering and organizing statistical information to improve the effectiveness and efficiency of program operations; and drafting recommendations for modifying, revising, or implementing procedures to improve the effectiveness and efficiency of program operations. OR
C. Have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
To qualify for a Program Analyst, GS-0343 position at the GS-012 level, you must have:
1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: analyzing and measuring the effectiveness, efficiency and productivity of organizational programs;
performing studies and analyses to evaluate the effectiveness of policies and procedures related to the management and administration of financial and budgeting operations; implementing procedures to improve the effectiveness and efficiency of program operations; and recommending and implementing operations solutions to senior management.
To qualify for a Program Analyst, GS-0343 position at the GS-013 level, you must have:
1 year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: employing advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency and productivity of organizational programs, and interpreting findings resulting from studies; leading studies and analyses to evaluate the
effectiveness of policies and procedures related to the management and administration of financial and budgeting operations; establishing study methods and techniques to be utilized in complex studies and audits; and developing study objectives related to program operations, and recommending and implementing operations solutions to senior management.
You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
